If you rather save files on server file system then to database table this is plugin for you. Reason could be saving DB space (Oracle XE) or working with Oracle COM automation feature. This plugin render download link if file exists or custom message if it doesn't.

This process plugin moves file (BLOB in fact) from WWV_FLOW_TABLES table to file on server file system. Plugin deletes row from WWV_FLOW_TABLES. For downloading file saved on file system you can use FileDownloadLink item plugin.

In fact mimimal APEX version needed is 5.1.
Plugin saves files uploaded with File Browse item to server disk instead to APEX_APPLICATION_TEMP_FILES table. You could find saving to disk more practical. Also you can save some DB space. Saving DB space could be important when using Oracle XE.
